Abstract

Performance management is the ‘Achilles heel’ of many reforms and public management practices and requires changes. Governance in general and co-production in particular impose an organizational setting which requires rethinking performance management, which is still conceptually embedded in New Public Management paradigm. This chapter builds on the latest co-production framework and service-dominant logic and outlines new challenges for rethinking performance measurement and management. It also discusses how public service design (PSD) may interact with them. As a result the need to shift between performance control loops has been emphasized, suggesting that service design may significantly support internal ex-nunc performance management. Although it should be facilitated in addressing some of the performance challenges, an outline of a framework for appropriate method has also been proposed.

Abstract

Purpose

This paper aims to present a new method for obtaining points of the set determined by the closure of the real projections of the zeros of each partial sum 1+2s+ċ+ns, n≥2, s=σ+it, of the Riemann zeta function and to show several applications of this result.

Design/methodology/approach

The authors utilize an auxiliary function related to a known result of Avellar that characterizes the set of points of interest. Several figures and numerical experiences are presented to illustrate the various properties which are studied.

Findings

It is first shown that each point of the image of the auxiliary function can be approximated by points of the image of the function formed by the approximants. Secondly, conditions are given on the auxiliary function to obtain points satisfying the property of density which is studied. Finally, by using these conditions, several useful applications are presented to the case n=4 and σ0=0 which a more specific criterion is also given.

Practical implications

This research is applicable for finding accumulation points of the set of the real projection of the zeros of the approximants on its critical interval. An exact interval included in this set is given for the case n=4. Also, it is demonstrated that the point 0 is included for a large set of values of n.

Originality/value

The method employed is original and it contributes to the study on the properties of the density of the real parts of the zeros of a particular class of entire functions.

Abstract

Optimization algorithms can differ in performance for a specific problem. Hybrid approaches, using this difference, might give a higher performance in many cases. This paper presents a hybrid approach of Genetic Algorithm (GA) and Ant Colony Optimization (ACO) specifically for the Integrated Process Planning and Scheduling (IPPS) problems. GA and ACO have given different performances in different cases of IPPS problems. In some cases, GA has outperformed, and so do ACO in other cases. This hybrid method can be constructed as (I) GA to improve ACO results or (II) ACO to improve GA results. Based on the performances of the algorithm pairs on the given problem scale. This proposed hybrid GA-ACO approach (hAG) runs both GA and ACO simultaneously, and the better performing one is selected as the primary algorithm in the hybrid approach. hAG also avoids convergence by resetting parameters which cause algorithms to converge local optimum points. Moreover, the algorithm can obtain more accurate solutions with avoidance strategy. The new hybrid optimization technique (hAG) merges a GA with a local search strategy based on the interior point method. The efficiency of hAG is demonstrated by solving a constrained multi-objective mathematical test-case. The benchmarking results of the experimental studies with AIS (Artificial Immune System), GA, and ACO indicate that the proposed model has outperformed other non-hybrid algorithms in different scenarios.

Abstract

Purpose

This study aims to minimize the transportation-related cost in distribution while utilizing a heterogeneous fixed fleet to deliver distinct demand at different geographical locations with a proper workload balancing approach. An increased cost in distribution is a major problem for many companies due to the absence of efficient planning methods to overcome operational challenges in distinct distribution networks. The problem addressed in this study is to minimize the transportation-related cost in distribution while using a heterogeneous fixed fleet to deliver distinct demand at different geographical locations with a proper workload balancing approach which has not gained the adequate attention in the literature.

Design/methodology/approach

This study formulated the transportation problem as a vehicle routing problem with a heterogeneous fixed fleet and workload balancing, which is a combinatorial optimization problem of the NP-hard category. The model was solved using both the simulated annealing and a genetic algorithm (GA) adopting distinct local search operators. A greedy approach has been used in generating an initial solution for both algorithms. The paired t-test has been used in selecting the best algorithm. Through a number of scenarios, the baseline conditions of the problem were further tested investigating the alternative fleet compositions of the heterogeneous fleet. Results were analyzed using analysis of variance (ANOVA) and Hsu’s MCB methods to identify the best scenario.

Findings

The solutions generated by both algorithms were subjected to the t-test, and the results revealed that the GA outperformed in solution quality in planning a heterogeneous fleet for distribution with load balancing. Through a number of scenarios, the baseline conditions of the problem were further tested investigating the alternative fleet utilization with different compositions of the heterogeneous fleet. Results were analyzed using ANOVA and Hsu’s MCB method and found that removing the lowest capacities trucks enhances the average vehicle utilization with reduced travel distance.

Research limitations/implications

The developed model has considered both planning of heterogeneous fleet and the requirement of work load balancing which are very common industry needs, however, have not been addressed adequately either individually or collectively in the literature. The adopted solution methodologies to solve the NP-hard distribution problem consist of metaheuristics, statistical analysis and scenario analysis are another significant contribution. The planning of distribution operations not only addresses operational-level decision, through a scenario analysis, but also strategic-level decision has also been considered.

The planning of distribution operations not only addresses operational-level decisions, but also strategic-level decisions conducting a scenario analysis.

Purpose

The purpose of this paper is to estimate total productivity change in the winery sector, decomposing it into efficiency change and technical change.

Design/methodology/approach

The methodology is based on the estimation of the Malmquist productivity index for a sample of Spanish and Italian wineries between 2005 and 2013.

Findings

The results show very low efficiency levels for the wineries under study. Further, Spanish and Italian wineries show a decrease in their average annual productivity for the period of time analysed.

Practical implications

The analysis of the efficiency and the productivity of the wineries is crucial to improve their competitiveness and guarantee their survival.

Originality/value

For the first time, a comparative analysis is carried out with data from two major wine-producing countries.

Abstract

Purpose

The professional experiences of teachers of languages and cultures, along with the learning experiences of their students, are embedded in educational contexts, which themselves are informed, and constrained, by national language policies. This study aims to explore 51 English-as-a-foreign-language (EFL) secondary teachers’ perceptions of Web-based technology use to enhance students’ cultural awareness in Chile. Specifically, the study investigated teachers’ use of Web-based resources for cultural awareness, culture content and technology-based tasks, as well as perceived challenges in implementing technology-enhanced language and culture learning.

Design/methodology/approach

The study adopted a mixed-method research design combining online questionnaires and interviews as data collection tools. Results were analyzed through the use of descriptive statistics and content analysis.

Findings

The teachers in this study emphasized reflection in their classrooms but did not take a critical approach. Their approach to culture was limited to a “country-specific” view, and technology-enhanced activities accentuated differences rather than promoting meaningful intercultural exchange. Challenges to the successful implementation of technology-enhanced language and culture learning included a somewhat out-of-date theoretical approach to intercultural learning in the national curriculum, a nationwide approach to professional development that lacks a focus on critical reflection and inadequate support for effective use of technologies in schools.

Practical implications

The study highlights the importance of periodically revising a country’s EFL language policies, communication methods, support mechanisms and implementation factors to ensure classroom integration of language, culture and technology education.

Originality/value

This paper explores the tension between macro-level national policy and teachers’ perspectives on their classroom practice, including the contextualized limitations of implementing national policy at the micro level.

Abstract

Purpose

Social media is a product that is co-created by consumers and multinational enterprises, that partially manage the customer experience and that has garnered significant attention in the field of international marketing. However, international marketing scholars have yet to address the societal costs of the use of social media, even as academics in other disciplines and business leaders are raising alarm that social media has created a digital ecosystem that may harm individuals within the global market. The objective of this research is to examine the generalizability of the relationship between the use of social media and the prevalence of depression across countries.

Design/methodology/approach

Employing social cohesion theory and the social network approach of the strength of ties, this work examines the relationship between the use of social media and time spent on social media at the country level and the prevalence of depression. The authors examine this issue within a 28-country, eight-year, unbalanced panel dataset, accounting for cultural, economic and structural factors.

Findings

The authors find that as more people within a country use social media, the prevalence of depression in that country increases. However, the authors also find that as the average time spent on social media in a country increases the deleterious relationship between the use of social media and the prevalence of depression diminishes.

Originality/value

Answering the calls in the international marketing literature for a greater understanding of the externalities (i.e. consumer well-being effects) of marketing activities of multinational companies, this study demonstrates the varying relationships of the use of and time spent on social media and the prevalence of depression at the population level, across a wide variety of countries, thus also contributing to the effort to improving generalizations from multi-country comparisons in international research.

Abstract

Purpose

The purpose of this paper is to explore a real world vehicle routing problem (VRP) that has multi-depot subcontractors with a heterogeneous fleet of vehicles that are available to pickup/deliver jobs with varying time windows and locations. Both the overall job completion time and number of drivers utilized are analyzed for the automated job allocations and manual job assignments from transportation field experts.

Design/methodology/approach

A nested genetic algorithm (GA) is used to automate the job allocation process and minimize the overall time to deliver all jobs, while utilizing the fewest number of drivers – as a secondary objective.

Findings

Three different real world data sets were used to compare the results of the GA vs transportation field experts’ manual assignments. The job assignments from the GA improved the overall job completion time in 100 percent (30/30) of the cases and maintained the same or fewer drivers as BS Logistics (BSL) in 47 percent (14/30) of the cases.

Originality/value

This paper provides a novel approach to solving a real world VRP that has multiple variants. While there have been numerous models to capture a select number of these variants, the value of this nested GA lies in its ability to incorporate multiple depots, a heterogeneous fleet of vehicles as well as varying pickup times, pickup locations, delivery times and delivery locations for each job into a single model. Existing research does not provide models to collectively address all of these variants.

Abstract

Purpose

In the past decades, Dutch public sector organizations (PSOs) have been encouraged to become more “business-like” in their internal control and accountability processes, following a more general trend toward New Public Management (NPM) in Western societies. However, in the Netherlands, this trend has met with increasing resistance and discontent among public sector professionals. In this chapter, a framework is developed that enables these public sector professionals themselves to discuss and reflect on their internal control and accountability processes, and possibly to effect changes in it.

Methodology/approach

The chapter contains a critical analysis of existing research on management control, accountability, and learning in PSOs and describes a reflection and discussion session with a group of senior staff employees at a Dutch university, employing the framework developed in this chapter.

Findings

It is argued that, generally speaking, the “business-like” approach of NPM does not appear appropriate for most public sector activities and may even negatively affect accountability and learning in PSOs.

Social implications

The chapter critically assesses the impact of NPM on PSOs and provides an alternative to NPM in the form of experimentalist governance, with possible positive implications for the effectiveness of public sector activities.

Originality/value

This chapter is among the first to adapt a framework, developed for scientific and descriptive use, for more practical and prescriptive purposes, that is, as an instrument for public sector professionals to discuss and reflect on their internal control and accountability processes.
